Following a nationwide search, Snohomish County Sheriff John Lovick announced his appointment of Mark Baird as the new Snohomish County Corrections Bureau Chief. Lieutenant Doug Jeske of the sheriff's department has been appointed Snohomish County Corrections Major.
Both Baird and Jeske began their new jobs on January 1, 2009, the date the corrections department officially became a satellite of the sheriff's office by vote of the Snohomish County Council. An official swearing-in ceremony took place at the courthouse January 9.
Baird and Jeske will oversee corrections operations and develop and carry out long-term planning goals for what will be the largest bureau within the Snohomish County Sheriff's Office, with more than 360 commissioned and non-commissioned staff members.
Baird has served as the Snohomish County Corrections Chief of Administration for more than two years, overseeing a $21 million payroll and managing human resources, inmate accounts, finance and much more. His professional background includes work across the country in crime analysis and corrections and as a law enforcement officer.
"As we go through the process of uniting the sheriff's office and corrections, I wanted to make sure we had someone in this position who understands the intricacies of both disciplines," Sheriff Lovick said. "Mark's stellar career in both fields impressed me, and I am confident he is the one to lead our newest bureau."
Jeske is a 24-year veteran of law enforcement, beginning his career as a reserve police officer for the City of Monroe and later being hired as an Island County Sheriff's deputy. Jeske came to the Snohomish County Sheriff's Office in December 1987 and was promoted to lieutenant in 2004. He was the last remaining original member of the Snohomish County Sheriff's Office SWAT team, which was formed in 1989.
"Doug's strengths include finding solutions that involve team input, which is what I believe is needed to bolster our corrections bureau," Lovick said. "Mark's and Doug's strengths complement each other and they'll make a powerful leadership team."
Baird graduated from Central Washington University in 1989 with a degree in political science. He holds a Master's of Public Administration from Florida Gulf Coast University and post-graduate doctoral studies from Florida Atlantic University. He was a Pierce County Deputy Sheriff for eight years. Baird was the analytical supervisor and Comstat coordinator for the Collier County Sheriff's Office in Florida. He also served as the Crime Analyst Supervisor for the Portland Police Bureau and as a research fellow for the Broward Sheriff's Office in Florida. He and his wife live in Snohomish County with their two young children.
Jeske has worked as a patrol deputy, narcotics detective, auto theft detective, and in planning and research for the sheriff's office. He has been a long-time defensive tactics trainer reaching the level of master instructor through the Washington State Criminal Justice Training Center. As a lieutenant, Jeske served as the South Precinct commander. As a member of the SWAT team, he served in numerous positions including team commander. He is currently working on a bachelor's degree in administration of criminal justice. Jeske, his wife and their daughter live in Snohomish County.
